Full-Scale Smart Energy Management Platform Application Promotion Plan


In recent years, IEA has been focusing on promoting the Energy in Buildings and Communities Programme, EBC, which forms the most important direction toward a community energy conservation and sustainable development. In that program, the specific BEMS system in each building should be integrated into a Wide-Area BEMS, or WABEMS, and promotes with the top priority. This is inline with the National ICT Development Program, and the Sustainable Intelligent Cities– Intelligent Green Buildings and Communities Promotion Programme in our nation, through the larger-scale implementation from singular points to wider area with demonstrative projects and full-scale experimental investigation.

Through the establishment of the WABEMS, the diversity factors in operating each single building energy system can be considered and managed, so that energy conservation strategies can be inputed, to reach an optimal solution, from a local, microscopic scale to a wider area and macroscopic scale.

Especially, during the summer, the energy consumption by the commercial buildings are the root cause of the stringent power peak demand. The implementation of the Demand Response (DR) program, is a vivid and effective counter-measure strategy to face this challenge, without the necessity to construct new power plants. It is the goal of this project, to perform a systematic study in establishing a WABEMS system to analyze the feasibility to perform a larger-scale DR program through full-scale experiment. A demonstrative project, selected from the existing 200 BeeUp projects, either a general hospital or an university campus, will be performed where its central HVAC system will be unloaded as a means to answer the DR instruction, so that the establishing, testing, adjusting, balancing, and operating of the WABEMS platform can be analyzed with energy and peak power saving effect realized, to form a solid ground for future larger-scale application.

In this project, a formal seminar will also be organized to gather all the interested parties, such as experts from architectural and HVAC specialties, and general audiences to join, as a preparation for future implementation.

Through the execution of this project, the following results can be realized:

1.To establish a WABEMS ICT platform as an experimental tool to validate the Demand Response effectiveness during the summer.

2.To perform a quantitative analysis and full-scale experimental investigation on the technical feasibility in implementing 

Demand Reponses projects, especially in developing feasible unloading technologies for central chillers in HVAC systems.

3.To establish a demonstrative project, which will indicate the effectiveness and results in meeting a Demand Response call during the summer under Taiwan’s ambient conditions and power demand situations. It will form a vivid picture of such a program, to evaluate the supporting resources needed, to make this program sustainable in the future.
