中文摘要：一、研究緣起
依據93年7月修正核定之綠建築推動方案中推動綠建築認證制度之國際接軌實施方針，並因應綠建築法制化等政策導向，本所賡續針對綠建築評估系統整體研發，進行配合修訂綠建築評估指標之研究工作，以增加國內現行評估系統與國際間評估系統在評估項目方面之相關性與相容性，其中交通運輸指標為重要研究項目之ㄧ。本所93年度「綠建築評估系統交通運輸指標研訂之研究」業已針對建築外部環境之交通運輸系統作出具體建議，包括大眾運輸系統評估、替代能源車輛支援系統與限制停車供給等三項較為可行，其中又以限制停車供給為建築相關法令中可進一步探討之重要項目。本研究擬就相關法規所定停車空間設置標準進行檢討研究，並蒐集國際間是否已有考量綠建築與限制小汽車使用等永續發展概念，進而影響停車空間設置標準之修正等相關國際經驗，提出建築技術規則相關停車空間設置標準之檢討分析。
目前我國停車空間設置鼓勵要點，主要為優惠之容積獎勵，易於造成某些開發案供公眾使用停車位設置過高情形，而這些供公眾使用之車位多為變動停車位，是否能解決目前固定停車位偏低之現象，而不鼓勵小汽車使用，值得商榷。關於固定停車空間之不足，並不能藉由增加公眾停車空間來解決，目前無論公私有之新建建築物，在進行相關審議過程中，多被要求增設大量停車位，但作為所有旅次起點之住宅部門，應設有固定停車位之需求並未根本解決，因此符合永續發展與台灣停車問題現況之停車空間設置標準亟需探討研究。
二、研究方法及過程
本計畫主要將針對相關法規所定停車空間設置標準進行檢討研究，並蒐集國際間是否已有考量限制小汽車使用與二氧化碳減量等永續發展概念，進而影響停車空間設置標準之修正等相關國際經驗，作出針對不同建築物使用型態（主要為住宅與辦公室用途之建築物）之停車空間設置標準建議。相關工作包括台灣停車現況資料與文獻蒐集分析（包括停車場設置、建築物附設停車空間、以及公共設施多目標使用供停車場使用等相關法規）、相關建築停車空間設置標準回顧（蒐集並分析國內外相關建築技術規則或土地使用分區管制規則等有關停車空間規範，進行差異比較研究）、並以二氧化碳減量概念檢討建築技術規則停車空建設置標準是否適中，並以各類型建築物分別檢討評估。
三、重要發現
本研究以抑制小汽車使用等永續規劃為出發點檢討現行建築停車空間設置標準，限制停車供給主要之目的即在藉此抑制小汽車之使用，進而使耗能與二氧化碳排放量降低，緩和全球暖化與氣候變遷之問題。根據本研究建築停車空間調查分析，固定停車空間相對不足，由車輛繞行尋找車位數據可獲驗證，該調查數據明顯與各地區固定車位比例成反比，固定式停車位比例愈高，當地使用者尋找車位時間愈短；而固定式停車位不足的結果，便反應在所花費尋找車位的時間上。該現象顯示，有相當比例的汽車持有與使用者雖停車不便，但可花費相對低廉的停車成本，而機車更是停車方便且無需任何成本，如此對於近年來運輸部門之耗能與二氧化碳排放成長驚人的情形(尤以一般民眾之小汽車使用為最多)，在限制停車供給外，仍需加強嚴管路邊停車等相關配套措施。
另外，相關建築法規比較分析發現，台灣建築物必須附設停車空間，惟建築基地面積有限或位於都市計畫區停車場設施用地一定距離範圍內，可採用替代之停車位供給方式。這個彈性方案影響層面最大者為住宅類建築，作為旅次起點以及車輛持有者停放車輛之必需位置的住宅建築，仍具有相當大的彈性不需設置停車空間；另一方面，其他類型之建築如辦公、百貨商場、或其他大型旅次集中源，則必須提供大量的停車空間，如此不但不易解決基本停車需求，反而間接鼓勵小汽車使用。並且增設停車空間之獎勵優惠，更造成近年來超設停車位的問題。而國內外建築停車空間設置標準比較分析，發現國外已有考量永續規劃納入停車供給限制之構想，包括英國與澳洲將原本的最小停車供給標準，調整為最高設置標準，俾降低小汽車使用；日本則依人口規模設計不同的停車設置標準，與臺灣分為都市計畫區與非都市計畫區之方式類似；香港則考量大眾運輸可及距離內之減量係數，做為減少停車供給之策略；新加坡則是採取嚴格之交通需求管理措施，全面抑制小汽車持有與使用，但在住宅部門仍維持每戶1輛的水準。
四、主要建議事項
本研究主要係以抑制建築物使用者通勤使用小汽車，俾降低其耗能與二氧化碳排放為主軸，檢討台灣現行法規在固定停車供給不足，卻大幅鼓勵變動停車位設置之現象作出檢討建議，列舉如下：
建議一
本研究建議住宅類建築仍應以每「戶」為單位，以每戶1輛為基本停車需求，並參照國際間考量永續發展之規劃策略，納入最大停車空間設置標準之概念，取消住宅類免設停車空間門檻規定，俾降低住宅類免設之彈性，以滿足必要之固定停車需求：立即可行建議

英文摘要：Building energy conservation and GHG (Green House Gas) emission reduction have been considered as the most efficient strategies to create a more sustainable living environment. According to the relevant life-cycle building energy consumption analysis, the transportation energy consumption of building occupants is one of the major parts, especially for commuters. Recently, many evaluation measures for green building planning and design are evolved to reduce pollution, GHG emission, and land development impacts that are particularly derived from vehicle uses. These measures typically focus on encouraging the land development linked with public transportation system, promoting mixed-use development to reduce vehicle trip generations, providing more supporting facilities for bicycles or alternative fuel vehicles, as well as lowering vehicle uses by decreasing parking space provision. With respect to the limited parking space provision, the parking capacity is usually required to meet the minimum local zoning standards and to provide preferred parking for carpools or vanpools. It also represents that the concept of maximum parking provision standards is gradually introduced.
Therefore, this study aims at investigating the compatibility of such a constrained parking policy with the current parking condition in Taiwan by reviewing the parking provision standards set up in the National building code, local zoning codes, and other parking regulations from the point of view of sustainability. Based on the observation and survey conducted by the study, the major parking characteristics in Taiwan is the obvious preference of on-street parking, especially for the streets without parking fees. In addition, with the comparison of foreign parking provision standards and Taiwan’s codes, the standards of Taiwan overall are lower than the others. If the total floor area of a building is lower than a specific area (mostly residential building), the parking provision requirement can be even exempted. It causes that most of existing buildings (five floors below) provide no parking spaces for residents. However, the phenomenon did not reduce the vehicle uses significantly in the least, but deteriorate the living environment by an overwhelming parking demand on the neighborhood streets instead. With a large amount of free on-street parking spaces, the average cost of vehicle ownership in Taiwan is relatively low. The statistics show that the vehicle ownership and CO2 emission in Taiwan actually continue increasing sharply over the past decade. Another reason is that the government provides many incentives to encourage higher parking capacity within commercial buildings, under the park and school fields, and constructing many off-street public parking lots or garages.
Through the regulatory analysis, this study suggests that parking provision standards for residential building should be strengthened upward to meet the basic need and to eliminate the impacts of on-street parking on the neighborhood. Complementary measures such as reducing free on-street parking spaces should be carried out afterwards. On the other hand, the standards for commercial building should be constrained by encouraging the developer not to exceed the current minimum zoning requirements. The incentives can conditionally remain if the incentive spaces can be designated for long-term lease which fare should be consistent with the fees of public-owned parking lots so that the insufficient residential parking can be partly fulfilled. Furthermore, an adjusted factor of public transportation system can be used to lower the parking provision level of commercial building as well.
