Operation Directions for the Accreditation of Embodied-carbon Building Rating Label Evaluation Organizations.

1.The Ministry of the Interior (hereinafter as the MOI) has established the Operation Directions herein to accredit  Embodied-carbon Building Rating Label Evaluation Organization(hereinafter as the EO)for the purpose of evaluating the Embodied-carbon Building Rating Label, thereby engaging various sectors in public affairs.
2.The MOI may convene experts to form a selection group for the purpose of accrediting the EO and an evaluation group formed by accredited EO.
A list of EO accredited by the selection group is published by the MOI.
3.The EO shall have the following qualifications:  
(1)A governmental agency at any level, state-owned enterprise, non-profit juridical association, juridical person, or a public or registered private university.  
(2)Having at least one meeting place for evaluating cases. 
(3)Having at least three full-time technical personnel with at least a bachelor’s degree in a related major including architecture, civil engineering, construction, environmental engineering and chemical engineering, who can be reasonably assigned and undertake review of drawings and documents contained in applications and with at least one year of architectural work experience. 
(4)Having at least one full-time administrative personnel with at least a bachelor’s degree in a related major including architecture, civil engineering, construction, environmental engineering and chemical engineering and at least one year of administrative work experience, to assist with the compilation of administrative documents.
(5)Having an environment to publicly and electronically publish (on the Internet) information on the evaluated cases.
(6)Having formed an evaluation group comprising at least twenty-one persons as per the qualifications stipulated by the MOI selection group for experts and academics and approved by the MOI.
(7)Tracking and reviewing items indicated in the Low-carbon Building Label or Low-carbon Building Candidate Certificate.
(8)Any other work being undertaken or managed must not affect the fairness of the evaluation work. 
The experts and academics specified in the preceding Paragraph 6 may include representatives trained and experienced in evaluating building embodied carbon or green building from local and foreign agencies/institutions, schools or organizations and must sign an agreement and an affidavit not to be appointed by another EO.
4.Anyone conforming to the qualifications of Article 3 here in may submit an original and a copy each of an application form, executive plan and related proof to the MOI to be accredited as an EO.
The accreditation specified in the preceding paragraph is valid for three years, and the EO shall apply to the MOI for re-accreditation within six months before the expiry date.
Where a review of the accreditation or re-accreditation application deems rectification of related documents necessary, the Applicant shall be notified by the MOI and do so within two months of receipt of such notice; should the rectification not be completed within two months, an extension may be applied by submitting related explanatory documents before the deadline, and the extension is limited to once and a maximum duration of two months. An application where the required rectification has not been submitted before the deadline shall be rejected.
5.The executive plan specified in Article 4.1 herein should include the following:
(1)Description of the nature of the applicant organization.
(2)Explanation of the assignment of the full-time personnel.
(3)Explanation of the formation of the evaluation group.  
(4)Procedures for case evaluation (including inspection of the site of the label).
(5)Method for controlling the schedule of case evaluation. (6)Provision of consultation services to the Applicant.  
(7)Rules related to tracking and handling of the review work.
(8)Hardware provided at the meeting place.
(9)Electronic information equipment provided.
(10)Fee standards.
The applicant organization may, as the work requires, set up a separate evaluation group for different divisions. The evaluation group for each division shall contain at least seven members and the members may not be repeated. The evaluation group for each division shall each have a meeting place and such information shall be outlined in the executive plan.
6.An accredited EO that has undergone any change in any item stipulated under Subparagraphs 2, 3, 5, 7 and 10 of Article 5.1 shall submit the related documents to the MOI for approval.
7.The full-time technical personnel, full-time administrative personnel and evaluation group members of an EO shall attend at least one training held by the MOI or a MOI-commissioned agency or organization within the validity period of three years stipulated in Article 4.2. 
Anyone who has not attended the training stipulated in the preceding paragraph may not be counted toward the personnel specified in Subparagraphs 3, 4 and 6 of Article 3.1 in an application for re-accreditation.
8.The MOI may intermittently spot-check and inspect MOI-accredited EO and may engage experts and academics to do so as necessary.
9.The MOI may annul the designation of an EO where any the following situations occur:
(1)Not having the necessary personnel or facilities or equipment and failing to rectify as required.
(2)Undertaking or managing other work that affects the fairness of the evaluation work.
(3)Failing, upon investigation and verification, to perform the work according to the requirements or fee standards.
(4)Inaccurate evaluation.
(5)Accepting improper benefits.
(6)Loss of competence to perform the work.
(7)Other failure to perform the evaluation work according to the accredited executive plan and failing to rectify before the deadline set by the MOI.
The EO specified in the preceding paragraph may not apply for re-accreditation within one year from the date of annulment.
10.The EO shall submit to the MOI for future reference every six months a report of the evaluation and spot-checking work related to the Low-carbon Building Label or Low-carbon Building Candidate Certificate.
