1、Background Examinations on items and contents of the public safety inspection of the fire-prevention refuge facilities include of fire compartment, fire wall, interior decoration, refuge floor entrance, non-refuge floor entrance, corridors, straight stairs, fire escape, special fire escape, roof evacuation platform and the emergency import. It is unreasonable having the same standard on examination items and contents and supervisory personnel’s background of the public safety inspection between performance-based designed buildings and usual buildings. To solve this awkward situation, internal and international related documents and regulations and statistics of the internal building with performance-based designed fire-prevention refuge facilities were collected, to preliminarily establish the appropriate items and contents of the public safety inspection for performance-based designed buildings. These results were reviewed by several times meeting and symposiums to conduct the program of public safety inspection for performance-based designed buildings. 2、Research Method and Process This project researched relevant subjects on items and contents of the public building safety inspection of the fire refuge facilities for performance-based designed buildings by paper reading, case studying of performance-based designed buildings, laws and regulations analyzing, real examples verification, scholar expert's symposium. Research methods and the process are as follows: (1)Collection and comparison of internal and international relevant documents. (2)Case collection of internal performance-based designed buildings. (3)Drawing up the items and contents of the public safety inspection of the fire refuge facilities for performance-based designed buildings. (4)Proposing the program of internal public safety inspection and visa system. (5)Proposing the revise of current regulation. (6)Conducting the meeting and scholar expert's symposiums to review the research results. 3、Important Research Results (1)Information of performance-based designed buildings over the years were acquired and systematized to future research. (2)Comparison of Japans and Taiwans public safety inspection system of buildings were conducted as reference of laws and regulations revision in the future. (3)Investigation attitudes and caution notes of the internal building with performance-based designed fire-prevention refuge facilities were collected as important reference of public safety inspection. (3)Based on the research results, revise suggestions of sheet and flow of public safety inspection for the internal building with performance-based designed fire-prevention refuge facilities were presented. (4)The important parameters and controlling conditions of the building with performance-based designed fire-prevention refuge facilities were introduced into the examination table as a reference of future public safety inspection. 4、Main Suggestions Some suggestions were submitted as follows.  Suggestion 1:  Establish the items and contents of public safety inspection for the building with performance-based designed fire-prevention refuge facilities: Immediate strategy  Executive institution: Taiwan Architecture & Building Center, Construction and Planning Agency, Ministry of the Interior  Cooperative institution: Architecture and Building Research Institute, Ministry of the Interior Accompany the different exclusive regulation of each case applied for, the design parameters and controlling conditions of their fire-prevention refuge facilities are different. It is unable to establish a fixed sheet of public safety inspection. It is suggested that the follow-up applicants should provide the revised examination sheet of public safety inspection based on this research’s result during application stage of performance-based designed fire-prevention refuge facilities assessment. By investigating, the revised examination sheet can be used as a tool for examination and declaration by the specialized examiners.  Suggestion 2:  Revise the work flow of public safety inspection for the building with performance-based designed fire-prevention refuge facilities: Immediate strategy  Executive institution: Construction and Planning Agency, Ministry of the Interior  Cooperative institution: Architecture and Building Research Institute, Ministry of the Interior, Taiwan Architecture & Building Center The re-assessment of the building with performance-based designed fire-prevention refuge facilities should be executed when difference or change between practice and design is found during public safety inspection. The public safety inspection should not process until the re-assessment is adopted by the original assessment institution.  Suggestion 3:  Continue to extend the suggestion consultation of expert and scholar: Immediate strategy  Executive institution: Architecture and Building Research Institute, Ministry of the Interior  Cooperative institution: National Fire Agency, Ministry of the Interior With the big assistance from industry, government and academia, it is suggested that consultation be continued for many other researches.  Suggestion 4:  Increase the study and training course for the specialized institution and personnel of public safety inspection: medium to long- term strategy  Executive institution: Construction and Planning Agency, Ministry of the Interior  Cooperative institution: Architecture and Building Research Institute, Ministry of the Interior, Taiwan Architecture & Building Center It is suggested that the new specialized courses about performance-based design and synthesized criticism should add to the original study and training courses for the specialized institution and personnel of public safety inspection.
