Performance Review of the National Green Building Research

Abstract
The study aims at analytically evaluate the overall performance of the research on green building technology using both quantitative and qualitative measurements. The evaluation items following the National Science Council guidelines systematically cover many aspects, such as academic contributions, technical innovation, economic effects, social influences, as well as technology policy and management. The most significant benefits derived from the green building research, including policy initiatives and environmental sustainability, are descriptively analyzed. With respect to economic effects, the study conducts a survey on green building costs and estimates the value of the green building with scenario analyses. The findings show a strong growth trend in green building investment with 91.6 billion NTD annually for the intermediate scenario, including a 12 billion NTD direct investment on green building techniques. Through green building institutionalization, the market shows a transformation in building energy saving design with a total value of about 9.6 billion NTD in the building industry. As for green building design and professional services, an innovative service model is established with a total value of 3.67 billion NTD annually. The study also suggests that the overall performance of green building certification can be further investigated in a life cycle assessment basis.
