A Study on the Standard for Lighting of Indoor Work Places

Abstract
According to The International Commission on Illumination (the CIE), a good lighting
demands the quantity as well as quality. The alleged good lighting creates an environment for
human beings with bright vision and safe movement, completing their visual work effectively and
accurately without any tiredness and uncomfortableness. However, in Taiwan, there is only one
recommended levels of illumination, namely, Central Nation System (CNS) which makes lighting
design no standards to follow suit. The recently rising star, LED lighting, faces the same problem.
Because the quality of lighting of indoor unable to maintain a certain level, it affects the health and
comfort of indoor users, and an efficient energy as well.
Currently the lighting standards are already set up abroad. The ISO/CIE 8995-1: 2002
Lighting of indoor work places is aiming at requiring the standards of lighting design and relative
testing as well. Countries such as the UK, Germany, Japan and Singapore, etc., they all have
relative requirements regarding the quality of indoor lighting. In view of that, this program will
analyze and make comparisons of the techniques and requirements of the lighting standards of
foreign indoor work places. We may, by means of this program, study a draft for further national
standards, not only to be in line with international trends, but also stimulate the quality of national
environment as well as the competitiveness of lighting industry.
Taking the ISO/CIS 8995-1 of CIE as main shaft, this research makes analysis and
comparison with the regulations regarding quality of indoor lighting of other countries, and it
comes out that most countries are referring to the ISO. It’s obvious that the CIE owns much more
complete standards of indoor lighting which are also adopted by advanced countries. Therefore, it
is recommended that the ISO standards can be referred and taken as examples while drafting the
standards of indoor lighting for CNS. This research report is referring to ISO standards, and the
illustrations of JIS and BS EN as well. In addition, considering the present regulations are
out-of-date, the appropriate drafts of CNS are drawn up for further reference.

This research, by analyzing and comparing with other countries’ present standards, translates
the ISO standards into Chinese and edits it according to National Standards. After having three
times of meeting and discussion with experts, the amended drafts of CNS are drawn up for Bureau
of Standards, Metrology and Inspection of MOEA’s further reference while drawing up the
standards of lighting for indoor workplaces.

In viewing that, except the recommended levels of illumination and brightness, there are
scanty regulations regarding the quality of indoor lighting specified on CNS. Therefore, the
proposed drafts of this research report are drawn to help the CNS to be in line with international
trends. In addition, taking an overview of other domestic regulations, such as lighting design of
the public construction, they all lack of requirements regarding the quality of lighting. We
expect that, through the additional subscription of CNS, the importance of the lighting quality
for indoor workplaces will be seriously respected, and take it into the code of construction
design in order to improve the lighting quality of the buildings.
